Implications of GB/T 22384 Revision for Standardized Testing of Power Grid Security and Stability Control Systems

The revision of China’s national standard GB/T 22384 addresses critical challenges posed by new-type power grids, characterized by large-scale renewable energy integration, ultra-high voltage AC/DC transmission, and cyber-physical system complexities. Aligned with China’s "dual carbon" strategy and the technical demands of New Power Systems, this revision introduces expanded testing scopes, enhanced network security protection requirements, and refined dynamic simulation methodologies. A case study of the Qing-Yu HVDC project demonstrates the effectiveness of closed-loop test based on real-time digital simulation (RTDS) in validating hierarchical security and stability control systems (SSCS), revealing latent defects such as redundant tripping commands during cascading faults. Innovations lie in integrating RTDS for closed-loop validation of multi-scenario strategies, introducing dynamic state synchronization to mitigate coordination failures, and optimizing lifecycle testing management. The revised standard establishes a robust framework for standardized testing, ensuring reliability and adaptability of SSCS in high-renewable, power electronics-dominated grids. From the main aspects of this revision and the results of engineering empirical tests, the testing methods and technical requirements for SSCS should evolve iteratively in sync with the development process and technological advancements of power systems. SSCS plays a crucial role in ensuring the secure and stable operation of power systems, and the standardization work cannot be achieved just in one effort.
