With the technological advancement of automotive electronic and electrical architectures(E/E), more and more automotive functions can be realized through software. Over The Air (OTA) plays a significant role in reducing operational costs and accelerating product iterations for scenarios such as automotive function upgrades, personalized customization, and vehicle maintenance. For regulatory bodies, it is challenging to verify that the OTA content reported by automotive Original Equipment Manufacturers (OEMs) is consistent with the actual upgrade data. This paper presents a conformance verification scheme for the consistency between the OTA filing data by OEMs and the actual OTA upgrade data under both full upgrade and incremental upgrade scenarios. Based on the study of automotive E/E and automotive OTA upgrade package structure, this paper also analyzes potential evasion strategies by OEMs. In the final part of the paper, the blockchain application and limitations in the automotive OTA regulatory scenario are discussed. Technical architecture is constructed based on private chains and Practical Byzantine Fault Tolerance (PBFT) consensus.
