This study constructs a comprehensive evaluation method for the smart technical renovation projects based on different indicators. The attribute values of the evaluation indicators encompass a mix of linguistic variables, precise numbers, and normal distribution interval numbers. Motivated by this, a hybrid multi-criteria decision-making model for mixed information is developed using intuitionistic fuzzy sets and a combined weighting method. The model first standardizes the mixed information into intuitionistic fuzzy numbers using various transformation rules. Then the GEM-IFE combination weighting method based on a cooperative game model is used to determine the comprehensive weight of indicators, and an improved TOPSIS evaluation model is established based on intuitionistic fuzzy sets. Finally, ten projects are analyzed as case studies, and the model is compared with traditional TOPSIS methods and single weighting methods. Through a sensitivity analysis, the standarad deviation and coefficient of variance using the poposed method are 0.0811 and 0.03625, which are both higher than the tranditional one. The results demonstrate the robustness of this hybrid multi-criteria decision-making model.
