초록

In recent years, critical infrastructures (CIs) have been subjected to sophisticated attacks (e.g., Stuxnet) leading to severe consequences. CIs are also exposed to natural hazards (earthquakes, flooding, etc.) capable of disrupting their operation. Cyber-physical attacks on CIs can lead to economic and socio-political consequences as well as cascading effects between them. As the nature of operations in EU’s internal market is progressively inter-connected and cross-border, several sectors and protective measures which go beyond individual CI are described in the Directive (EU) 2022/2557 on the resilience of critical entities (‘’CER Directive") adopted in 2022, Furthermore, the Directive (EU) 2022/2555 on measures for a high common level of cybersecurity across the Union (‘’NIS 2 Directive") was also adopted. Therefore, Critical Infrastructure Protection (CIP) requires stakeholders to coordinate their actions in preventing and managing cyber-attacks on CIs. This paper presents a representation of a coordination center based on European recommendations and best practices to help standardize and facilitate the adaptation of coordination centers in CIP. This paper presents an Information System Architecture (InfoSA) and an Information Architecture (InfoA) of a Critical -Infrastructure Coordination Centre (3C) based on the outcomes of the PRECINCT (Preparedness and Resilience Enforcement for Critical INfrastructure Cascading Cyber-Physical Threats) project.
