Emergency Telecommunications involves a vast array of aspects related to the provision of communication services in emergency situations. Communication must be efficient and effective in times of emergency. The enabling communication technology must be robust and trustworthy, delivering the required capabilities to guarantee service levels. The strengthening and preparedness of networks and other emergency communication systems are essential factors in accomplishing this goal. The goal of this paper is to provide guidelines and recommendations to maximise the preparedness and resilience of emergency communication services based on the risks identified for the relevant technologies by the Special Task Force 623 of European Telecommunications Standards Institute.
