In high-risk areas such as industry, construction and chemical industry, behavioral safety management has become an important means to ensure operational safety and prevent accidents. However, existing safety management focuses on phenomenon description, classification, training and control, while ignoring the importance of strengthening the decision-making system. This paper constructs a dynamic safety behavior management decision model based on game theory, hoping to provide a reliable idea for solving the above problems. First, the analysis of the focus of current safety management shows that the existing management strategies often lack a deep understanding of the root causes of the problem and cannot effectively prevent potential risks. Secondly, combining dynamic game theory and the principle of human-machine-environment coupling, a dynamic decision-making model based on game theory is constructed. The model simulates the interaction between different stakeholders (such as staff, decision makers, and regulators) and analyzes the best decision-making strategies in various scenarios. Finally, through research, it is found that when decision makers consider the dynamic coupling of different factors in the system, the system safety can achieve an evolutionary stable state.
