HERMES DXP: An Approach to Military and Non-military Cyber Threat Intelligence Sharing

Cybersecurity remains a major challenge because of numerous factors. Underestimation or ignoring security requirements, lack of funds for secure design and implementation of current and future systems, as well inherent vulnerabilities and weaknesses of system components form the one hand of challenges, and more and more complex and sophisticated cyber threats, by-passing traditional security solutions are still serious problem in securing both civil, as well as military systems. The result is inadequate security in cyberspace, affecting every entity from individual persons to Nation States. In the defense domain, as components from Information and Communications Technology (ICT) are increasingly used in military units and Cx/CxISR command structures, the impact of cyber threats and potential incidents on the Member States’ defense capabilities, both at tactical and strategic level, is constantly growing. In the military domain, a major cyber incident potentially jeopardizes the nation’s security as well as defense potential and poses a direct threat. In this paper we propose use cases and architecture of the solution to share cyber-related information in military domain and beyond, providing a structural and hierarchical IT system.
