Online chemical emergency response system with Information and Communication Technologies

초록

A ‘Remote sensing enabled Online Chemical Emergency Response System (ROCERS)’ is developed in a generic and geospatial framework integrating sensor data, chemical dispersion model predictions and spatial data for chemical impact assessment and advisory towards decision support in the event of emergencies arising due to accidental release of hazardous chemical / toxic substances at industrial sites. ROCERS provides information dissemination services through Information and Communication Technologies (ICT) on 24 × 7 basis with Geographical Information System (GIS) functionality for location reference using spatial maps and multi- criteria analysis for decision making. The system provides emergency alerts in the event of chemical spillages from chemical storage facilities at industrial sites for accident detection, chemical dispersion impact analysis and information dissemination to first responders with the implementation of Mobile and WebGIS communication platforms, thus supporting emergency management with guidance on immediate precautionary actions for mitigation. The first version of ROCRERS is implemented for industries in Ernakulam district for Factories and Boilers (FAB), Govt of Kerala.
