초록

In the face of rising crime rates, delays in justice delivery, and fragmented law enforcement processes, there is an urgent need for a unified digital solution that ensures accountability, efficiency, and proactive policing. Traditional systems often lack real-time intelligence, secure data handling, and predictive capabilities, which hampers the ability of authorities to respond swiftly and make informed decisions. To address these systemic challenges, CAMS (Crime Analysis and Management System) has been developed as a comprehensive digital platform that streamlines the entire lifecycle of criminal case handling—from the initial registration of incidents by citizens to final resolution by law enforcement agencies. CAMS introduces a novel approach by embedding advanced computational methods, secure data architecture, and intelligent analytics into core policing workflows. CAMS integrates critical functionalities such as secure digital reporting, evidence submission, real-time alerts in high-risk situations, and tamper-proof record storage using blockchain technology. By embedding privacy safeguards aligned with the IT Act and the Digital Personal Data Protection (DPDP) Act, CAMS ensures lawful and ethical data usage. It further strengthens investigative efficiency by introducing predictive analytics through two core machine learning models: one for forecasting city-level crime based on historical and spatial data, and another for assessing criminal recidivism likelihood using offender history and behavioural indicators. The system demonstrated robust analytical performance. The crime prediction module achieved 79% accuracy in identifying the potential crimes in an area, enabling proactive resource deployment. The recidivism model recorded an R2 score of 0.723, reflecting strong reliability in predicting reoffending risks. Beyond predictive success, CAMS effectively managed case lifecycles, streamlined inter-agency collaboration, and ensured secure, transparent, and traceable criminal record handling. By unifying secure infrastructure, ethical AI, and predictive intelligence, CAMS reimagines crime management for the digital era. It empowers law enforcement agencies to operate with foresight and integrity, fosters public trust, and lays the groundwork for a more responsive and just policing ecosystem.
