With more and more people entering universities for further education, more attention is paid to the campus safety. This paper addresses the needs of campus safety. This paper starts with the framework for block division, in which based on the data from sensors, the campus is divided according to the principle of geographic layout, functional design. Each block is assigned with a manager, who takes responsibility for safety and keeps an eye on daily supervision in case of emergency. Furthermore, on basis of sensors, the data is unified in respect of port, format and sharing, in order to build dataset. With the help of connecting network, many subsystems are listed and integrated in information control system. In emergency, the data is collected and analyzed by the information control system, then important information is sent to managers for decision. In addition, Planning and procedure of campus safety is discussed. Finally, a case is studied in order to describe the response for emergency in a campus.
