In this paper, we propose a multi-objective dual security integrated policy scheduling method based on extended fault tree, which innovatively models the integration of functional security and information security risks. By constructing an extended fault tree to quantify the cross-domain risk transfer relationship, designing a rule-driven conflict cancellation algorithm to handle inter-policy conflicts, and developing an improved NSGA-II algorithm to achieve multi-objective optimal scheduling of security policies. The study overcomes the limitations of traditional unidimensional security methods that are difficult to cope with composite risks, and achieves the balanced optimisation of functional security, information security and resource efficiency under resource-constrained conditions, which provides a new technical path and methodology in the field of industrial control system security policy optimisation.
