The main purpose of this study is to suggest a new solution, 5G-based government network services, for enhancing user experience to access a government intranet in mobile work environment with government grade information security control. The key to implementing 5G-based government network services is to comply with wired communication security policies already in use, improve user convenience, and provide a flexible work environment such as ‘Smart Office’ migrating from the existing legacy communication infrastructure to a 5G communication system. Therefore, we address two issues to conduct 5G-based government network services. (1) Network separation technology isolates the government network from the extranet. We suggest 5G SA (stand-alone) network slicing and dedicated G-UPF (Government-User Plane Function) for government use, and multi-identifier integrated authentication technologies for securing user access control. This architecture is capable of restricting inappropriate access. (2) In order to integrate 5G mobile systems into government networks, we introduce a 5G GMG (Government Mobile Gateway) system that combines 5G mobile communication, VPN (Virtual Private Network), and network access control technology. It provides the same level of user experience, access device control and government information security control across to mobile. Currently 5G-based government networks have been applied to some ministries of the Korean government and are providing services, laying the foundation for expansion to local governments and public institutions in the future.
