With the development of smart grid, the number of end terminals and data collection frequency are gradually increasing and the interaction characteristics are becoming more and more obvious. Therefore, local wireless communication network in the distribution substation areas faces many challenges in terms of capacity, coverage, security, reliability, and etc. It is necessary to research new wireless communication technologies and network structures to meet the growing demands for high frequency data collection and interaction in the distribution substation areas. This paper firstly analyzes the business characteristics of local wireless communication in the distribution substation areas and the unique features of the 230MHz band dedicated for electric power systems. Then, a systematic perspective for enhancing local wireless communication capacity by applying carrier aggregation in the 230MHz frequency band is given. In particular, a physical layer data aggregation scheme is designed and a structure for multi-user parallel carrier aggregation based on multi-phase filter banks is proposed. This work can provide guidance for the design of wireless communication system and network in the distribution substation areas.
