The aim of the paper is to present the influence of digital society on administrative management and governmental processes. The evolution of the term "digitalization" from the early years of the 20-th century with the digitalization of text information to currently intelligent services and systems has been shown. Digitization is gaining mass in all spheres and subject areas of public life, society is becoming a Digital Society. This requires greater flexibility, mobility, invariance of its governance processes. For this reason, the mathematical theory of management, cybernetics, is considered as the theoretical basis for the governance assessment of digitalization, since it is invariant across different areas and domains. The characteristics of the assessment, evaluation process as a management function in the invariant hierarchical managerial processes according to the control theory, signals and graphs theories, systems structural analysis as well as the achievements of artificial intelligence and virtualization are clarified. In this context, the European Union's strategic agenda for the period 2014-2025 are also reflected, as well as the developments of the UN, World Bank, OECD, and ISO. The most common models for process management in particular governance assessment are analysed. On the base of the theoretical decisions and experimental results a unified hierarchically organized assessment system connecting management goal, structures and functions with indexes, indicators and criteria is built. The implementation of this system for impact of the Digital Society on e-Governance assessment with management goal "growth potential" is realized.
